Yep, that is the ideal to go to. In a way, we'd be benefiting from the Chinese government to pay for our steel. However, I can also see it as unfair competition and subsidies on products can be used to deal a final blow towards industries in other countries, gaining a larger market share with it. So, I do understand the protectionism, if China would not subsidize its steel, it would not get its factories on he prospected needed volume of cheap steel, a key product needed to sustain growth. And if I were to be the US: I don't want to build my army with lower grade Chinese steel and become dependable on their export, a weakness when the relations with China are worsening.
Most subsidized and protected products in the western world, at this time, is food (agriculture) and oil. For whenever or whatever reason we going towards isolation, we can at least be self reliable. The ideal is that these measures become obsolete as well.

When it comes to the EU: yes, partially even splitting up countries in the block. The Uk did bite, Brexit plays a role there. Most others want to be deal with it as a block.
The thing is, we only export steel to the US and import no steel at all. Quite similar to the weapon industry, but the other way around. Having to impose similar changes in regulation as repercussion, is gonna be shit for both our economies.
ie: For now we're in the progress of buying ~35 F-35's, while we could have also invested in the Eurofighter. Equivalent to buying a car for 1% of your population (as a government)
