The marginal productivity of many jobs in america is often not worth much more than a minimum wage job when all costs are considered.

The whole point of hiring someone is to make money. They have to bring in more than they are paid or its not worth it.
According to some studies the average profit margin for a fast food restaurant is around 3% before taxes and profits are not a guarantee.
They have many other costs besides employee wages and could easily choose to close/not open or cut labor hours if higher costs of labor are imposed on them slashing into their profits.
