Neither does a newborn. Certainly, it would be correct to say that an adult dog or pig has more in the way of consciousness than a newborn, and therefore should be entitled to greater legal protection. But our legal system is not designed that way, nor is it designed to remove human dignity by eliminating protections for the severely mentally disabled. It's therefore true to say that your argument is neither true in theory or practice. We are obliged to disregard it.
The only consideration for my argument is that it has consciousness. The degree is secondary. We can arbitrarily say "something with human DNA with consciousness is a person with different and greater legal rights than a pig that has more consciousness". Similarly, pulling the plug on somebody with brain permanent damage is not murder.
So nothing you've said has countered my argument. It's fully in-line with our current legal standing.
