we don't know that for sure, that's not the point though. according to train experts, those brakes REDUCE the chance of derailment, and LIMIT the potential damage in case of one.
maybe just watch the 2 minute video and read some articles about it - if you actually want to know, and not just make the silly suggestion that if something doesn't prevent derailments entirely, it should not be a requirement for dangerous train cargo in the first place...
i know, as a "principled libertarian" (lol) you have to act like any and all regulation is evil (even though you should almost be old enough to know how rivers / forests / cities looked like before evil EPA regulations took effect - some credit to nixon btw), but reality unfortunately doesn't care about edgy little political philosophies.
