In some of the European countries and Canada for example, it is only illegal to PURCHASE sexually relatable services or solicitate it or brothels etc, while prostituting one self is not, it's not legal per say, but it's at least decriminalized.
This is because prostitution is an extremely risky and vulnerable proffession, and if they find themselves in problematic or dangerous situations they are able to contact law enforcement without the fear of themselves being struck by it. It also allows them to seek medical assistance and health care properly since it's such a risky profession.
It's not ideal, but stopping prostitution is pretty much impossible, as you mentioned, it's the oldest proffesion known to man and it's not going away anytime soon (Hello Twitch Hottubs and Onlyfans!). Prostitution can often be forced upon someone or a last resort and this is a way to which you can to some extent protect and help people who are often in very exposed situations.
Basically the government wants to stop it, but they won't abandon and sacrifice the people who are doing/forced to doing it but rather target the buyers strictly.
