Way to ignore what words mean. A riot does not have to actually occur in order for a conspiracy to riot to have happened. It's the same concept as someone getting arrested for terrorism conspiracy for making pipe bombs in their garage and having plans to blow up a courthouse, without having actually committed an act of terrorism.
Way to ignore that by applying such a definition of "conspiracy to riot" a government can criminalize all political assembly. They
mass arrested people for simply showing up to a protest. They had nothing but vague political declarations that the group was showing up for a protest, not pipebombs.
Thats such an absolutely demented violation of the first amendment.
