Way to ignore what words mean. A riot does not have to actually occur in order for a conspiracy to riot to have happened. It's the same concept as someone getting arrested for terrorism conspiracy for making pipe bombs in their garage and having plans to blow up a courthouse, without having actually committed an act of terrorism.

Way to ignore that by applying such a definition of "conspiracy to riot" a government can criminalize all political assembly. They
mass arrested people for simply showing up to a protest. They had nothing but vague political declarations that the group was showing up for a protest, not pipebombs.

Thats such an absolutely demented violation of the first amendment.

These are all good things.

Can anyone point to any example in modern US history where any political group was subject to mass arrest the moment they showed up to a protest or counterprotest, without any riot or attack? Its one scary escalation of repressive authoritarianism. Antifa, BLM, Skokie Nazis, Westboro Baptists- they all have a constitutionally protected right to protest in public. And its the obligation of authorities to both protect their right to assemble and to protect the public when assemblies turn unlawful. A critical element missing at BLM riots.

We just jumped several pegs up the scale into totalitarian dystopia. Even China didn't mass arrest Hong Kong demonstrators off the bat, they drummed up phony pretext and bided time for weeks. When other countries do what we just did, we call them out on an international stage for repression and violating human rights.
