I think part of that stat is to show killings that aren't directly related to poverty. Now it may blanket too many to your point yes. Gang related killing and/or targeting strangers should be tracked separately. Not that one is better than the other.
I think it says more about the value of statistics in general. You can p-hack anything to show what you want
but if anyone wants an insight into what's actually going on with the "gun violence epidemic in this country", they could just read a police scanner feed and see for themselves;

Just to play the devils advocate, even if gang violence is excluded for nefarious illustrative purposes, why are white men so heavily involved with "lone gunmen" attacks on groups?
Cultural differences. Most people operate off monkey see monkey do ideas with little originality. Black men are far more likely to emulate gang banger stereotypical shootings like drive bys and pulling a gun in big street fights, white men are more likely to go postal and act out a terrorist attack on random people. Its probably due to the heavily overlapping cross sections of "deranged enough to kill people" and "not smart enough to be original". Its when you get ideologically motivated terrorists who are actually competent and clever that you get
real mass casualty events, because shooting a handgun into a crowd or stalking through a school with an AR-15 isn't going to kill even a fraction as many people as you could kill with a semi truck or a barrel of gas + bike lock, let alone jet fuel that melts steel beams
In a sense, I'd argue that
every mass shooting event is a copycat attack in a way, especially for the lone terrorist attacker scenario
