That House report was from 2019. It was pre-Biden, pre-pandemic. Obviously the drop in demand during the pandemic is going to affect drilling permits/active drilling, but it's not just "Biden approves more permits than Trump".
That being said, I would like to see an updated report that reflects current permit usage.
