Okay I cobbled together the context

It was Lauren Boebert who shouted something about 'the thirteen, who Joe put there' about US servicemen and women coming home in flag draped boxes, which was booed by the democrats.
She was talking about the 2021 Kabul airport attack, which killed 13 US soldiers and 170 brown people we don't care about. She was criticizing Joe's botched withdrawal from Afghanistan.
