Republicans pre-2016 weren't what I'd call pro-immigration. Romney was castigated as an undercover racist and ran on a relatively conservative anti-illegal immigration policy. It's important to keep in mind that when we talk about immigration in American politics, it is almost always about illegal immigration.

The populist anti-poor, uneducated immigrant policy of the post-2016 era is reflective of the fact that it's impossible to have a functioning welfare state (which populists want!)and mass immigration. Canada is a poor example, because their immigration policies are actually quite strict. You have to be when you're paying tens of thousands per head in social benefits.
