Joe Biden was floor manager for the Comprehensive Crime Control Act, followed by his Anti-Drug Abuse act, and again amended to strengthen these specific clauses when Joe Biden introduced Senate Bill 226 in 2003.
This is Biden's law, one of his signature pieces of legislation. 21 USC § 856 only exists because Joe Biden created it.

If Joe Biden felt crackhouses should be legalized so his surviving son can go smoke crack out in public instead of in hotel rooms with strippers and his naked underage granddaughter, he should have introduced a bill to congress while still a senator to overturn that other bill he introduced into congress as a senator. He didn't just vote for Senate Bill 226, he authored it and introduced it. Its his law. Its the Joe Biden Crackhouse Statute. He spent his entire career as a senator across multiple decades fine tuning this piece of legislation.

No bill was ever passed making crackhouses legal again. Crackhouses remain illegal, because 21 USC § 856 is still in effect.
America is not a capricious dictatorship. Our laws don't change on the whims and changes of heart of one man. Its his job to enforce the law that he wrote. Not that Joe Biden actually changed, imagine believing that- only his allies did. He was transparently pandering to his liberal base during an election, same reason he went to that 'racial jungle' to find his VP
