Rome was also built over a period of like, thousands of years and didn't really encompass all of the Roman empire. For basically the entirety of Rome's history borders were very loosely controlled. You really only had to worry about the security of the capital, Rome and later Byzantium. So you really can't compare Rome to a modern nation because the modern nation is tightly controlled at every level.

you should get your history straight, the borders were packed with roman troops, they built hadrians wall and the limes just to mention two well known structures
