I don't think it is in any way comparable to Jim Crow. There is no compelling State interest with Jim Crow, the proof-of-vaccination is only a temporary measure, people receive the same quality and priority of service (i.e. the unvaccinated don't get lower quality food/go to the back of some queue), and people have the ability to update their vaccination status if they choose to do so. The same cannot be said about Jim Crow's intent of permanent segregation about immutable characteristics that had no compelling State interest.
Saying "People get outdoor/take-out options = Jim Crow" is very reductive and an overstatement of harm.
