I'd say most pedophiles haven't victimized anybody. They don't necessarily act on their desires.

The ones that do should be punished appropriately and rehabilitated.

Many sex offenders have had their brain activity and reinstatement into society analyzed. Particularly in the case of rapists, they have an intense and constant desire to satisfy their carnal desires by raping again. They never get over this once the seal has been broken. Institutions need to act accordingly with this knowledge
