For instance, Trump lied to the American people and didn't seem to care about the pandemic at any level. He purposefully promoted actions that would lead to more deaths(anti-masking, large rallies, etc). That's different from an executive who was interested in the problem and followed expertise around him, making decisions that turned out to be wrong.

Im open to Cuomo having an alternative, but nobody has been able to articulate one that would work.

Oh come on, the Army Corps of engineers had specifically constructed field hospitals in NYC to deal with the surge of ICU patients flooding their hospitals - these hospitals had the beds and the staff of physicians and nurses to treat patients, but they largely remained empty because of silly red tape, turf battles and communication failure.
