If the attack was sourced to Moscow, which the article clearly sources - does that mean it couldn't have been China using their assets?

It sounds pretty easy given that electricity moves at 2/3 the speed of light.

And the fact that China knew immediately after makes it more suspicious.

A water supply was "hacked" in Tampa Florida. Recently. They tried to up the lye content to the point that it'd poison thousands of people. This is verified.
