Trump hasn't been able to keep a staff his entire presidency. Every position is literally a revolving door. Except DeVos, she is his best and brightest (and he would have to pay her back).
Mnuchin has served the full term in a key role, and generally did a good job. Pompeo has been SoS for quite some time now and there doesnt seem to be friction between him and Trump either. Then there are also backbenchers like Ben Carson who kept a low profile and stayed on.
Chief of staff is generally a quagmire, almost every president changes this position every other year. Other than that, the only cabinet positions where Trump has seen unusually high turnover are the pentagon/foreign policy and intelligence community posts.
