The community can't really vote for every single law, so they would need representatives to decide.

and laws have to be enforced which needs taxes. Volunteers, donations, and if voted on by 80+% extremely low taxes
etc. etc.
You end up with a situation where once you get past like 1000 people it's just a normal country.
I think you would be surprised at how many people would
#1 volunteer to investigate and prosecute child sex criminals
#2 If they don't volunteer I also think you would be surprised The amount of donations by the wealthy to fund courts which protect communities (but mostly themselves) from those with mal intent.
#3 Once your tax rate gets slashed to either %0 or single digits from 25%+ it's easy to have extra money left over to do things like donate to causes you believe in.
On a grand scale the only things a pro libertarian Government would handle are incredibly small compared to what our current government handles
Just a few examples of things that would get the snip:
Road building
Drug arrests and prosecution
Public works projects
Parking tickets
Traffic violations
A tremendous amount of military and military spending. (Again, non aggression not our job to be world police anymore)
likely 90% of the federal prison system (Again, mostly just murders, rapists and child abusers) and those prisons left would likely be private and for profit.
the list goes on, so No i'd disagree it's not necessitated that it becomes a society like the USA once it moves beyond 1000 people.
