I'm sure political insiders have. Most people can't name the Secretary of Commerce so that's not a particularly good argument. He was Chief of Staff to the head of the 4th largest agency. That's senior by any definition.

I'm as anti-Trump as they come so of course I've heard of him. He's been in ads for Republican Voters Against Trump.

Trump's mistaken his NSC Russia adviser(Fiona Hill) for a secretary so who knows if he knew who he was. He was in several meetings with the president.
