That doesnt make any sense. All empirical evidence points to mail voting increasing turnout. And the conventional wisdom is that high turnout helps Democrats.
What could happen is that the higher rejection rate for mail votes, compared with in-person voting, could tip very tight contests in favor of the GOP. But the margin would probably have to be within something like... 2 percentage points for this effect to come into play.
