It has been substantiated beyond any reasonable doubt that minorities get worse sentences for the same crimes, get treated worse, have more contact with the police, and pretty much everything else you can think of even when you control for socioeconomic factors.
Blacks have a higher rate of poverty and a higher violent/property crime rate. The poverty and crime is also much more concentrated in urban areas. Urban areas also have the large 'drug free zones' that enhance sentencing due to proximity to schools.
There are so many factors that you can't eliminate them all and point to racism as the thing most effecting people.
Change happens more often when you cast a large net. Floyd had a huge groundswell of support for reform. That support is still there but it has been drown out by cries of racism.
