its just a piece of rope. There are a hundred explanations why it could be tied in a knot, as a handhold, to hold a piece of machinery, to pull a door closed, or just dangling there
there are nearly identical rope pulls in other garages in the same block. In fact the one next to it reportedly was tied with the exact same knot and looks the same

literally any rational human being could have debunked this in less than 60 seconds of examining the scene.
