Inaction isn't the same as action, inaction is just an action among other actions. Nothing is one thing you can do when your friends who've you've been supporting are murdered by the guys you have been stopping for the better part of a decade.

The fact that Trump asked him not to do it means someone told him that they would and he just didn't take it seriously, probably because the only Kurds he has ever heard of before now are the cheese kind.

of course not, cultists cowards are 'blind' to this, just like they are 'blind' to the fact that the troops that were effectively protecting the kurds through their presence did not 'come home', but are now protecting someone else's oil fields and a murderous regime committing a genocide in yemen.
