Many elderly are on a fixed income and struggle with rising cost of living and increased taxes for well intentioned 'wellfare' programs. Perhaps its poor retirement planning, or living to long. The bigger issue IMO is overvalued/overpriced property in the US leading to unaffordable living situations for those in an income/expense pinch. Living expense is huge and it doesn't need to be, regulation in-part is to blame.

theres basically two options:

make them wards of the state and stick them in an institution.

or

create a city for homeless people, similar to china's kowloon city. https://en.wikipedia.org/wiki/Kowloon_Walled_City


the best would probably give them the option to choose. either they can go live on their own in t he city, or they live in the institution and abide by strict rules. break the rules and they move you to the city.
