I think they should be allowed to access the facility anytime without authorization since they are top representatives of the states/districts constituents who have empowered them.
The security clearance negligence is very sad to see, but a strong precedence has already been set around having lax security practices defying policy/law... so like you said I don't think any of them will see repercussions.
give one branch unrestricted access to another isn't a check and balance. that's a hierarchy where the legislature rules over the executive branch.
the legislature has checks on the executive branch, but the layers of clearances and such stop it from getting out of hand. they're cumbersome and in some cases nefarious, but they do also serve a purpose.
