Afaik the argument isn't that Republicans are committing the crimes, but rather that they prohibit actions that could help. After all, making guns illegal in a city, state or district is pretty useless if someone can just hop the state border and buy one over the counter.
Quite a few of these massacres have been perpetrated with legal weapons too. After all, not many people care about the gang violence that mostly uses illegal guns. Most people are more afraid of these public mass shootings. So only targeting illegal gun ownership is clearly not the solution.
that's a common leftist narrative but it's largely false.
the right has no issues, by and large, with training programs. the idea that they do is a bit of a leftist myth, after all they send their children to licensed instructors each year for hunter's safety courses that they pay for out of pocket. Most people i know wont let their kids touch a gun before hunter's safety.
it's also a bit of a "rider" suggestion from the leftists, such as we see in senate. they shout loud and often about safety courses and permits then super-load up "comprehensive gun control" bills they know wont ever pass because they're filled with ridiculous and largely ignorant to the technical aspect of guns provisions. I'm not aware, although i could be uninformed, of pure training bills being tossed out. but i am aware of many states that accepted training as a provision for concealed carry, and other states that require training to use guns legally (such as hunter's safety to buy a tag for hunting).
If the left is interested in "fixing guns" they need to act piece meal, rather than comprehensively and in a pure partisan manner. one piece at a time, evaluate, and move to the next. instead they bake hand grenades into cakes so they can grandstand on the right and NRA being the issue and not their own handling of democratic cities that have had democratic control for half a century.
