A thought just occurred to me
People are doxxing the Proud Boys in that fight, but the Antifa were masked. I would imagine New York law makes it effectively impossible to arrest and prosecute the individuals like the Cuomo is trying to force the NYPD to do, if they can't identify the 'victims'. And since the Antifa were the ones who clearly instigated the fight and assaulted the guy while he was on the ground first, they'd be more criminally liable in a fair court, perhaps even running afoul of other laws due to the masks. I'm no lawyer, but somehow I figure that the NYPD would have a hard time arresting the Proud Boys unless the Antifa either get identified or turn themselves in.
