The ridiculous system over there means whatever party is in power is in charge of all of them.
How do you investigate Hillary if she can fire you with near zero repercussions?
Likewise for trump.
Mueller is walking on eggshells right now knowing he could be fired at any time.

How do you interpret that statement?

I interpret it as: Under similar circumstances, we would consider administrative or security sanctions for a person who committed similar wrongdoing, but we will not do that in this case.
