I don't think SCOTUS can just overturn any previous opinions. A new case would need to come before them and would have to have new evidencices or circumstances beyond what was already presented and ruled on for them to reconsider a new opinion.
If someone tried to say just reconsider the previous opinion without anything new, it should not be heard.

How a decision is 'overturned", I don't know off hand.
