The numbers are number of PEOPLE divorced per 1,000? Don't you think it should maybe be a percentage of people who have been married?!

Foster parents are a temporary home for children. Kids in foster care, especially older ones, don't have a long relationship with their guardians. They get moved around a lot and it's difficult for them to become attached to them. Adoption is the process of legally making a child your own. It's a permanent thing. Most kids in foster care dream of being adopted. I know I did.

statistics are obtained in different ways and if you take the links given in the op you will find further information
as per the specific objection you raise, does it make a substantial difference?
if you check http://www.statemaster.com/graph/lif_per_of_hou_tha_are_mar_fam-percent-households-married-couple-families
(which unfortunately doesn't directly reflect the percentage of married people in each state but gives an indication)
you will notice that the profiles of the states are not that different to substantially change the conclusion from the acticle linked in the op
what i think is more relevant though is the proven fact that evangelicals have a substantially higher divorce rate than the rest of the population
and whom do most evangelical vote for (regardless of the state)?

evangecials? arknsaw and pennsylvania are very similar as far as religious makeup, yet they are on oppostie ends of this study.

Nevada is one of the top 5 states with the lowest regular church attendance yet one of the top 5 for divorce.

I bet Nevada is the only state in that top list with Las Vegas drive through weddings in it and has lawyers specifically to annul those weddings cheaply.
