I certainly do not know anything about Canadian Police authority to use Deadly force but I can speak on NYC police policy. The Police have legal authority to use deadly force on a fleeing felon. However they are advised while they will not face criminal charges when doing so, they will be fired for such action.
Short summary, If you make a threatening gesture to police with a weapon they have the legal right to use deadly force even if they are not reasonably in immediate harms way. Hopefully they are properly trained to use reasonable restraint on such force unless it is absolutely necessary, which does not appear to be the case in this video.
The police can still be held civilly responsible in a lawsuit in such situations which is why many departments frown on such actions.
The only time id be OK with police killing someone is if they are an immediate and lethal threat to someone else.
Yes in some deranged law or investigation they may be cleared of any wrongdoing. But you can clearly see he has no way of hurting anyone when the cop unloads his entire clip into the kid. If cops are trained to kill instead of diffusing a situation we need new cops.
