Natural resources have nothing to do with OK's citizens' intelligence.
Are they 1st or 2nd in creationism in schools? I forget. How many top universities are there? How many science and research centers?

This is not general welfare. This is very specific welfare for a very small area. Very few people will benefit as a percentage of OK's population.
LET THE STATES HANDLE IT. STATE'S RIGHTS. If you're a patriot, you would be against this.
