Will anybody actually use the nukes, unless its their last resort? Nuclear war is catastrophic, so I think there will be conventional war first. I don't believe that France or UK will use nukes to defend Germany. They will maybe use it when there will be full scale attack on them.
If NATO decides to declare war on behalf of a non-nato member then that by default means Nuclear war is the only option here.
