Yes, it is afaik one of the most wide reaching and indiscriminate pardons a president has ever issued, comparable to Gore's for Nixon. It taps that nebulous ability to pardon unknown crimes in a whole time span- and Nixon's was only a 5 year span.
Normal pardons only apply to specific acts or charges, after convictions. Gore set the precedent of pardoning
all potential crimes so as to preclude any future trial of Nixon, and that wide ranging pardon was never tested in court
It sort of like the supreme court challenges over the attempts to prosecute Trump for his actions as president and holding documents from his time in office- it never got tested in court because no sane and unbiased prosecutor would try to bring such a case. But the democrats were demented enough with their lawfare to force it into the courts and then cried foul when the courts ruled against them and their obvious overreach. At least the limits of pardon power never got tested, because nobody disrespected the constitution enough to try to assail it like the former. And if everyone just goes back to being civil and non-demented, that's where prosecutions end: The wide ranging pardon is the final word, all federal crimes from that whole span are ruled out and won't even be investigated let alone prosecuted.
But hey that's just a perk of being president. As VP he got his son lined up to take massive bribes from Ukrainian oligarchs and dragged us into a war in the process, as President he tied up loose ends by pardoning his son, and effectively, himself.
