Of course he does. The Biden administration spent the last 3 years installing DEI initiatives led by left-wing partisans throughout the government bureaucracy. The Obama administration used Title IX threats to undermine due process in universities, and threatened civil rights violations in order to force through "disparate impact" frameworks in primary and secondary schools. What do you think Project 2025 is about?
There's no such thing as an inevitable leftward shift on culture, no more true than Fukuyama's "End of history" and the inexorable spread of democracy. The future is what the current generation makes it. You have a choice, you either give in to the dystopian identitarianism that controls of the Democratic party, or you fight it.
