If someone is a self-destructive drug addict who hasn't committed violent crimes or been a menace to society, beyond some maybe diffuse threat like being a reckless driver- the interests of the justice system should be on rehabilitation. The appropriate sentence is probation and treatment programs, the ability to get your conviction expunged if you can turn your life around. Not vindictive felony charges and a prison sentence, that doesn't serve societal interests. And if for whatever reason prosecutors wind up dealing with the case of someone who previously was an addict and got sober and already turned their life around- well shit the interest of society should already be filled. Charges shouldn't be brought in the first place, it shouldn't be a plea deal negotiation to begin with, much less one that tried to shelter Hunter from liability for actually relevant and damning crimes like taking bribes from oligarchs in order to subvert our foreign policy.
