How old are your neighbors?
this is how it works where i grew up. (about 25 mins away from where I currently live). there was so much sense of community that every neighbor would help out each other if anything needed to be done (i.e, if noticed a garbage bin was left unruly by the collector, they would pick it up and bring it back).
these people are probably in their 40s? will have to see how their attitude changes once the property manager starts issuing them notices of violations.

the best place to live is where there aren't people. not like zero people, but low density. gtfo of cities man. my "town" is unincorporated. has a gas station/post office/feed store. only business in town other than a bar/restaurant on the edge of town. its great.
yeah, i think this is the goal lol but needed due to proximity to work. (wife works at the hospital so need to be close for her)
