I'm not sure I understand what the problem with the test is?

Its trivially easy to complete in 10 min. 30 questions that each take a few seconds to write the answer.

10 min is 20 seconds per question... does it really take 20 seconds to figure it out

It seems like a good basic literacy test to me that weeds out illiteracy

So how about applying it to all americans for next elections ?

Good idea, people should be able to prove basic literacy at the elementary school (young children) level to vote

I can easily do it in less than ten minutes but some of the questions are vaguely written leaving room for errors in interpretation.
