Astro is not banned at all it is still provisionally approved, its just been discontinued because it is the least effective vaccine and has the worse side effects, those still being extremely rare.
If the other vaccines had not come out astro would still be the best option and would still be in use because a 1/1,000,000 chance of a bad side effect is astronomically better than a 1/30 chance of getting unvaxxed covid.
