the video you posted even says there was an investigation, but it wasn't "thorough". they dont have evidence it wasn't thorough, they're basing that entirely on the claim that a FOIA request got nothing. no link to the request or even details on what it was for, or what response they got. they basically said:

"the FBI couldnt have investigated because we did a FOIA request and got nothing".

FOIA requests are declined all of the time, mostly due to faulty paperwork.
