Note that this application was filed in February 2009, when the average gasoline price in the United States was $1.975/gal (https://www.eia.gov/dnav/pet/hist/LeafHandler.ashx?n=pet&s=emm_epm0_pte_nus_dpg&f=m). This was only six months removed from the highest per gallon prices in history at the time (still the highest, when adjusted for inflation). So 15 cents a gallon over a roughly $2/gal pump price is an almost 8% hike alone. If you adjust for inflation, that price increase now (or even six months prior to the filing) is closer to 30-35 cents/gal.

The XL would not be carrying oil for another year, if it hadn't been cancelled. We'd still have the exact same supply/demand curve we have now. Once it came online, barring any significant drop in pump prices, that 15 cents (honestly, it would be closer to 30 due to the higher per gallon price now) would add to the problem. But the people screaming about "OMG BIDEN CANCELLED THE KEYSTONE XL!!!1111ONE" don't realize that it wouldn't have saved us any money at the pump AT ALL.
