Biden just got more votes than Trump therefore gets the electoral votes. The governor's actions are procedural at this point, they are outside of his personal discretion. Rules are rules.

Signatures were checked. Twice. Once on ballot request, and once on receipt of said ballot. The Georgia state constitution requires secret ballot voting. That means that once signatures are verified when the absentee ballots are received, the signature envelope is separated from the ballot, and there is no way to tie any specific vote to a specific person. The only thing that they can do with the signature envelopes is to use them to make sure that the number of verified ballots received equals the number of absentee ballots tallied.
