if by "3" you mean decades, you're right. i'm talking about the whole timespan in which any of us experienced politics, i'm talking about "fiscally responsible" presidents starting forever wars overseas, costing trillions of dollars. "fiscally responsible" presidents giving multiple huge tax exemption to their donors, owners, and sponsors, lying to the people about long debunked "trickle down" effects, ballooning deficits while filling their own pockets, and then turning around and asking "who's gonna pay for this?" when the other party wants to spend a bare minimum on programs for the working class. yes, i'm talking about republicans ballooning deficits to benefit the rich and then acting like they are merely being "responsible" for denying the social programs to the poor, you desperate, disingenuous hack.

"Fiscal conservatism" was always a sham, it's good that Trump exposed and buried it once and for all. If that was the totality of the point you were trying to make, I don't disagree.

It did, however, sound as if you were trying to argue that, roughly speaking, Republican presidents are bad for the economy and Democratic presidents are good. And that's a notion which just isn't supported by reality once you take a deeper look. (Let me add that the inverse notion, namely that Democratic presidents are systematically bad/worse for the economy than Republicans, is also untrue.)
