That doesn't say the earth is flat. It's saying the model and calculations presented are for a flat stationary earth. This isn't weird at all, because if you try to include every factor you quickly end up with calculations that are so complex that they are useless. The exact solution for even a pendulum swinging is unsolvable when you add in friction or dampening.

Basically, you can set up mathematical equations for pretty much anything, and NASA has mathematical equations for a round rotating earth, it just happens that this document makes simplifications for the application being discussed.

I know this will fly over your head, because you likely have some form of mental illness if not outright brain damage, but I'm bored at work and wanted to type it.
