Nah, the obvious answer is that we lock them in the basement, blind folded and wearing chastity belts. That way we kill 2 birds with 1 stone since they can't appropriate their brains and learn evolution.

Children should not be exposed to cigarettes at all and those who suggest it is acceptable (ie, smoking in the same house/car as a child) are morally bankrupt and legally at risk.
