But he won't use the money to fund EBT because he's not allowed? But that is?
Trump can say what he wants, but it comes before congress and the courts.
The case on both SNAP benefits and the separate case on tariffs are both before the courts, and in the latter case they
could strike down the use of the IEEPA to enact tariffs and order refunds- which would be paid to those who already paid the tariffs, the importers, not the public. And that already has an established claims mechanism, though this would be the most massive refund ever. If the supreme court doesn't release those funds, they stay in the treasury as general funds, which are under the control of congress. Trump can't mail out $2000 dividend checks per person any more than he could use it to build the wall or buy a bigger air force one. That money needs to be appropriated for congress, a bill has to be passed giving dividend checks. Or using it for other purposes like paying down the national debt.
Which of course means Trump can't use the tariffs funds to pay SNAP for the same reason SNAP isn't being paid in the first place: Congress is refusing to pass any funding bills.
