He had previously been the central figure in an election-spying scandal back in 1980, when he was used by Ronald Reagan and George H.W. Bush to spy on Jimmy Carter from inside the white house, passing classified documents about foreign policy so the Reagan campaign would know what Carter's plans were in advance. This wasn't part of simply a passive espionage effort to cheat the elections by spying on Carter's campaign: This was contemporaneous with the infamous October Surprise. Reagan was simultaneously colluding with the Iranians to ensure that they wouldn't end the hostage crisis until after the election so as not to boost Carter. So all that inside spying on Carter's foreign policy was meant to let him know if he was making any moves on Iran.
so lets refresh: this guy was a paid informant spying on Trump's campaign even prior to the events that FBI officials have cited as the reason they started their investigation
and he was famous for having spied on Jimmy Carter for political purposes by the Reagan/Bush campaign.
