there were 45 republican senators at the time, and 14 of them joined the demorats to pass this bill. so around 30% of the GOP senators at the time supported a comprehensive amnesty.

Politicians are much easier to sway to vote for things when they know it won't pass the other chamber or presidency. This could well have been one of those times. "Look at me, I'm bipartisan!" Similarly to how the House tried to repeal Obamacare like 40 times under Obama then couldn't get anything together when it mattered.
