I think it's a combination of who we want to be, as a nation and as a European union, in combination with whom gets priority to immigrate, or seek refuge. And how we get a better grip on it, without becoming a loser Union that needs walls.

Afaik, Britain has one of the highest rates of teen pregnancies in the first world, perhaps even the highest.
