I think it's a combination of who we want to be, as a nation and as a European union, in combination with whom gets priority to immigrate, or seek refuge. And how we get a better grip on it, without becoming a loser Union that needs walls.
/e: There is Hungary, facing repercussions for sliding away from democracy, or is that due to refusing refugees? ^
