What is happening, though, is that Cruz is pulling parts of his ground game out of NM and Oregon and Kasich is pulling a lot of his campaign out of Indiana.

So what they are saying and what is happening with their campaigns on the ground could be two different things.

...the message from the Cruz-Kasich alignment is actually intended for the superpacs not the voters . It tells them on whom to focus their dollars in the 3 states .
