Of course he is going to say that. He can't say for people to not vote for him a certain state. That would look terrible.

What is happening, though, is that Cruz is pulling parts of his ground game out of NM and Oregon and Kasich is pulling a lot of his campaign out of Indiana.

So what they are saying and what is happening with their campaigns on the ground could be two different things.
